Does South Dakota really have no transfer tax?

No. Some national home-selling sites say it doesn't. South Dakota imposes a real estate transfer fee of 50 cents for each $500 of value, paid by the seller (SDCL 43-4-21). On a $330,000 sale that's $330. Some transfers are exempt, such as foreclosure deeds and distributions from an estate (SDCL 43-4-22), but an ordinary sale isn't.

Who pays for title insurance when selling a house in South Dakota?

It varies by deal. Chicago Title's chart of South Dakota customs lists the owner's policy premium as split equally between buyer and seller, while other sources say the seller more commonly pays it. Your purchase agreement decides, so read that line before you sign.
